The Sun says he has been offered to Premier League clubs for £66million.
The France midfielder’s move to Liverpool collapsed last week but Lyon are still prepared to cash in.
Chelsea and Tottenham are in the market for an attacking midfielder like Fekir over Manchester City, who have targeted Riyad Mahrez, or Manchester United.
Fekir broke into the Lyon first team in 2013 and last season scored 21 goals as they finished third.
His stunning campaign earned him a call up to Didier Deschamps’ France squad.
Fekir was named ahead of the likes of Anthony Martial, Dimitri Payet and Alexandre Lacazette.
